Registration with Police / Gov't after arrive

I have heard that after a foreigner arrive in China, you can register with the Police/Government Agency and get a Residence ID card.

Which department should I go to to get this ID card? What exactly is the procedure?

You heard wrong. There is no such thing as a residence ID card. The only kind of ID card they have is a permanent residence ID card and very, very few people qualify.

After arriving in China you are required to register with the local police station and they give you a piece of paper proving you registered. If you have a work or student visa, you will get a residence permit which is just a sticker in your passport.
