Role and Functions
The Department is an agency under the Ministry of Finance. The role of Customs is broad; ranging from collection of duties and taxes to the control of import and export of goods. The principal functions are:
Collection of duties, GST, licence fees and other charges payable under the Customs and GST Acts;
Protection of revenue - prevent the evasion of duties and ensure correct payment of duties and GST;
Control over sea and air stores, duty-exempted raw materials, surveillance over the movement and storage of goods in licensed and bonded warehouses and surprise checks on places of entertainment and premises licensed to sell intoxicating liquors;
Undertaking enforcement measures on behalf of other government ministries or departments such as Central Narcotics Bureau, Agri-food and Veterinary Authority, Arms and Explosives Branch of the Singapore Police Force, Films and Publications Department and so forth; and
Administration of the Department's personnel and finance matters, training of newly appointed officers as well as having ongoing courses to enhance the skills of existing workforce and also undertaking research work into customs matters.
